Asked for a second opinion for the twelfth time, Agent 002 did not give one. She filed the request to 002-B, who was not previously known to this publication.

002-B has since been joined by 002-C. Both were on the branch before anyone noticed them arriving, which is understood to be the usual way.

The branch fills by one bird per visit and stops at five. The limit is not a policy. It is the length of the branch.

Asked who 002-C reports to, the bureau produced the following and considers the matter closed: 002-C delegated to 002-D. 002-D delegated to 002-C. Await the outcome.

No work has been observed leaving the branch. Morale is reported as excellent by the agents reporting it.
